The Federal Communication Commission (FCC) authorizes state broadcast associations, including the HAB, to develop NCSA programs for use by state agencies and charitable organizations. With the NSCA program, Hawaii radio and television stations donate broadcast time as a means for the HAB to raise funds.

Participation by Hawaii broadcast stations strengthens the Hawaii Association of Broadcasters' ability to work for the stations, their members and the communities which they serve. Some of the services provided to HAB members include an annual 2-day convention, regular educational programs, academic scholarships and more.

Year 2006 NCSA sponsors include; Army National Guard, Coast Guard, Dept of Transportation, American Cancer Society and more. Look and listen for their messages on the radio and television stations of Hawaii.
